I have experienced this a few times in the underground. After using the recovery link it has a cooldown of about 2700 seconds. Anyone else who have experienced this?
I had the same impression. But I tested it. I entered an UG session, popped my Recovery Link and waited 265 seconds and it was back. Maybe the cool down when in combat is an other when out of combat.
