Narco Road didn't happen out of sudden. Neither did it happen after they presented it as something serious. They had trailer for it and if someone bought Season Pass blindly or by ignoring the available information, then the mistake is theirs.
I'm well aware of Narco Road. Played it and had my opinions about the good and bad. Overall I think it could have been much better. The concept of being a double agent is great, but not the implementation.
That said, with the hours I got from Fallen Ghost and the extra goodies, I say Season Pass was well worth it.
Should there be Season Pass 2 bundling new PvE contents around the quality of Fallen Ghosts or better, I wouldn't have the right to say "it should be free". As someone who has a job in real life, I think "new work = new pay". Period - no exception. Buy or not, it would be someone's personal choice.
Narco Roads was nothing more than an attempt to be another game. It had nothing to do with the Ghost Recon franchise and more to do with selling to a younger audience. I'm willing to admit I was a fool buying the 1st season pass and I won't be a fool a 2nd time. My suggestion of it being free was not meant as a literal suggestion but rather me saying, "You screwed up Ubisoft." This game had the potential to be the best game ever of it's type and to be honest they dropped the ball. I still love the base game, play it daily, but the DLC from the season pass just reminded me of other games.
fwiw, ive squeezed 700+hrs out of the game (sad they only log the co-op hours), i should have way more completed than i do have, but getting solid squads to finish off Fallen Ghosts and Narco roads.... just hasnt happened yet, and i have tremendous issues with the motocross challenges on NR. that said... i love all the free dlc we got for splinter cell blacklist, GRFS, ACBF, R6, The Division, plus all the accessories in the pve side from the pvp update, you get out of the game what you put into the game... ive managed 115% completion of the campaign, screamed and b$#ed my way thru t1, 13 guns finally maxed out, met some great players, and had a ton of laughs at my own expense when things just absolutely went wrong
perhaps one should read fully all the disclosures before purchasing things!
Yes. Exactly. I spent $100 on the season pass and only $75 was worth it (campaign and Fallen Ghosts). I didn't care about PvP. Narco Road and Huntsman pack were a $0 value. Ubisoft should have given those as free bonuses. I bought the season pass to support this title and I don't regret that, but Ubisoft still deserves criticism for selling subpar DLC. I don't mind criticizing Ubisoft because I've supported them and defended this title all year (elsewhere online in many places). I played the closed beta and the open beta before release of GRW. I was so impressed with the gameplay that I bought the season pass which I rarely do with a game. ....let alone before seeing any reviews or being fully released. I thought it would at least be based on the core gameplay which I really loved.
In hindsight, I wouldn't have bought it knowing what I know about NR. FG was "ok" IMO. ....still wasn't a fan of the silly Unidad uniforms, Harry Potter cloak, divorced nature of the DLC, etc. but at least it was closer to what I would have expected for GRW.
I take full responsibility for my purchase but that doesn't mean I don't have right to be critical of content as a paying customer.

In my case I preorder the Gold Edition in July 2016 but that is the edition I wanted to get. Sure I'm a bit disappointed in NR but I enjoyed FG. In my opinion I got my money's worth out of my season pass as I (a) 100% completed all DLC content including achievement (b) Got some extra stuff (most of which I'll never use) which stops my inventory from missing things
