It seems Hunters are generally immune to all status effects.

Directive 'Shock Ammo' doesn't effect Hunters. About 40-50 hits do not effect Hunters at all they walk straight up to me and melee me.

Same for fire turret. They are on fire, but don't burn and are not affected by the fire or fire grenades at all.
