I think there are a few reasons why UBI foesnt allow modding:
1) modding sometimes requires giving some sort, any sort, of modding tools. this takes time and budget. UBI wont spend a dime on that.
2) modding means that users can create content for the game, which means that users might not need to buy MTXs to the game if users can DL armor mods on their own. less money for UBI. BOOM. no way they're gonna do that. not in a game like ACO that relies so heavily on selling this kinda content.
3) in any game that connects online there is a fear that modding will influence online components, hack the game, render MTXs or DLCs useless or broken or reveal content that shouldnt be revealed. also modding might show the game in a negative light (think "Hot coffee") and will be a PR problem for UBI without their fault. This is what Square enix are afraid of when allowing to mod the upcoming PC version of Final fantasy.
4) i can imagine modding breaking the game causing gamers to complain to UBI for various reasons that are not UBIs fault. but i dont think this is much of a reason.
5) There is a good possibility that UBI is working with types of files or encryption that is comfortable to them or is their propriatery tech and are not interested in allowing people to modify those or changing those tools just so people can mod their games and doing any changes to their tools and pipeline just to allow modding is useless to them.
I can assume the main reasons are 5 and 2 and a tiny bit 3.
If i was to dream i'd dream of mods to the game that affect gameplay -
making health not regenerate, make enemies scale up and down to bayeks level, make the Hidden blade always kill enemies no matter their level, remove the outlines around marked enemies or other HUD modifications and other changes like these.
I am not interested in any mods that break the lore, immersion or gameplay. never have.
silly or funny mods are like jokes - they are funny once, but seeing them again and again is like hearing the same joke over and over - its no longer funny.
