I am stuck at 168 with all items on level 28. How do I get higher gear level?

Which Rep Level is your Character? The highest gear drops at around Rep 7-8 if I remember it correctly.

Edit: Wait, did you "UPGRADE" your items? 168 sounds like you did not upgrade 3 items. You have 6 slots - full upgraded gear is item level 30 per slot. If you get to 168 you miss 12 item levels which could be some items missing upgrades.

You won't get rank 29 or higher. You need to upgrade the pieces you have to reach the maximum of 30.
