I hate to tell you, but you're the first person I have seen complaining about this. Sh*t happens you know, and for every lvl 20 unranked you get on your team, there might be a lvl 20 unranked on the other team too, it's not like Ubisoft is trying to screw you and only you... All I'm saying is that I think you might be overreacting since the scenario you're describing seems too unreal for me.
I'm open for discussion, please feel free to reply and we can work this out, as it certainly is an interesting topic.

I'm sorry to hear that you've been having a bad time with ranked. I can pass along the feedback on minimum requirement levels to unlock ranked.
I'm sure there's a reason that the ranked minimum requirement is level 20 and and not level 50 or 100 though, and hopefully I can help shed some light on it for you.

Minimum lvl 100 would help against smurfs, too. It is rly annoying. Not just because beginners enter there and mess up the game for their team, but also because people abuse low ranked / low lvl accounts in their squads to affect the matchmaking to get easier enemies.
Even on gold you still get matched with beginners as they queue together with higher ranked mates. It often results in a match that feels like a 4,5 vs 5 or even 4 vs 6. Not long ago I had a beginner on my team who destroyed my hibana charges not knowing what it is or even understanding what a reinforced wall is. Then there are those who shot own claymores, own drones, mirrors, reinforce between bombs or even kill their own team mates.
A possible solution would be a "Beginners Bracket" especially for ranked untill you reach lvl 100 or are at least lvl 90 having a lvl 100+ in your squad (mechanic to keep friends that level with a different speed together once one player reaches the borderline lvl to regular ranked).
