It would be cool if hunters would spawn in landmarks in the DZ after they are cleared, but on a % chance. Let's say 20%?
It would make sense lore-wise, as clearing landmarks would be a noticable action, that would draw the attention of the hunters.
I'm not suggesting spawning them during extractions, mainly because it would make rogue hijacking even grief-ier...that's not a word, I know...
It could be either 1 hunter per player in team that clears it, or a minimum of 2 hunters and then 1-2 more per player. Loot they drop would be only HE caches and/or exotics on whatever % they are now for the DZ bosses.
Also having them spawn only after the landmark is cleared, would "fix" the issue of people not clearing landmarks compeltely after killing the boss, therefore sometimes glitching the landmark or the second wave of NPCs spawning.

Simply improving rewards for Survival would be an incentive enough, even if material and loot locations remain the same. If you compare it to Last Stand, you can get the same amount or even more loot from 20 min in LS than 1-2h in Survival.
EDIT: Opening DZ "North" would be sweet as well and randomizing Landmarks, or "simply" setting different Landmarks on differet Survival servers so (almost) each time you log on it's a "different" map.
