Putting shield down should leave your character crounched not put him in awkward standing position where he cant move for 2s after placing the shield down. I dont understand why this has not been implemented.

it is... just crouch while placing it

I suggest changing your deployment options so that you don't get stuck in animation. Its hidden at the bottom of your controller options in the game menu.
