Seriously UBISOFT why can't we have THIS for our ghosts

So I came across this rebel with this awesome Plate Carrier it's in the game but we don't have access to it this would be a phenomenal addition to the character smith and one I think the whole community would like

I can't remember that there has been one single Rebel with a Vest. A different I shot a lot of them.
