    Legendary Enemies are a Joke!

Firstly, there bullet sponge nature is a poor attempt at trying to add extra play-ability to the the nature of PvE (this needs to change)

secondly, remove the crappy aggro that follows with turrets or support stations in this difficulty. its a ****ing joke how there pinpoint accuracy from 60m+ they snipe turrets and support stations like there blocks of cheese. remove aggro fully of these skills for NPC's there mostly unusable at certain points of legendary missions when they keep getting melted in 2 seconds of being deployed.

thirdly, change the NPC accuracy. i think this has to be a joke. out of all the games ive played MMO's/RPG's/FPS etc. the NPC design mainly accuracy is 100% stupid. especially them fat LMB guys with shields and pistols LOL takes 1/3rd your HP with one hit from 50m+ lol i dont care if its to do with balance this balance that. its not fun playing a game where you get sniped by my sidearms with this level of dmg from way beyond its falloff dmg range. change it.

I have 4 issues with Legendary.

    1) Sometimes they can blindfire you with 100% accuracy if you peak for 1/2 a second. Killing you without the ability to react.

    2) Sometimes they're really dumb. They used to act smart but now sometimes they just stand in the open and do nothing. Easy kill.

    3) The mission it self is just 'shoot the enemy', which can be just as boring as challenge mode or hard mode missions.
Sometimes they can be very bullet sponge.

    4) Grenade damage before explosion. Easily my most hated bug in the game.

You have to have bullet sponge in an "mmo". Otherwise it is just a normal shooter, where it will get boring easily. And you would have to change the whole gameplay. Also, I don`t know any shooter game where the enemies don`t have such high accuracy (even 100%)...at least in the upper difficulties.

I don't believe you have to bullet sponge and I don't believe a lot of the division is even MMO.
The DZ is MMO, but just playing the PvE, it's only 4 people; hardly massive.

Sure there has to be some reasonable TTK.
But I think the limiting factor is the NPCs in the Division are high fidelity AI; needs lots of data to give them smart behavior.
This means you can't have swarms of NPCs.
And so the NPCs don't immediately get destroyed in their few numbers, they need to have really high health.
I don't believe bullet sponge is a result of the MMO in this game

Difficulty should be in the environment, types of damages enemies can do to you, and the mechanics of an engagement that are required for success.

But to be fair, legendary is good, and what I described wouldn't fit what legendary is; but certainly the game is missing out on these things.

We do not need bullet sponges , it is boring if you sit and shoot all day and kill nothing,, .. and it is not the accuracy that is the problem it is the shooting through cover and one shot kills when you just try and pop your head up to fire... even when the enemy are pointing in a other direction ... What good is a weapon that does no damage and the enemy have 100% damage with their weapons ..
