I'm trying to change look on my Highlander, but it seems I can only select another look from the same item tier. Earlier I could change look to the baseline at least. I also think it was possible to change to any other look from the other item tiers as well.

I don't like all the gold, bling or serrated blades and want to settle for a more realistic look. That is not possible now?

While on the topic. Changing look shouldn't require the item to be in your inventory. Having looted the item once earlier should be enough.

Changing look should only cost salvage (increased cost maybe), not steel. Then we have a way to spend our salvage, which is ever increasing...

You're absolutely correct in every aspect.
All your thoughts and reasonable suggestions have already been requested many many times before. Unfortunately this has not yet been heard (I think to ensure spending steel and keep grinding, -> every new season a lot of players go grinding or buying steel to get fitting drops or to buy equipment cases to get the items they want in terms of stats and looks). I can assure you though that also at higher levels you can get those skins from the lower gear bracket.
