Highlander is Incomplete
I don't know if it had something to do with designing him around the turtle meta changes or what, but a large amount of his kit is unusable against "good" players. His defensive light attack is easily parried by skilled players, AND using his double defensive light combo is suicide, as his recovery frames if the second light is so much as BLOCKED are so long that he can be gaurdbroken with no chance to counter gaurdbreak. A simple block grants any other class a full on gaurdbreak? This doesn't seem fair at all. So a whole combo of his is much to risky to use. He has too little health for such a large and slow character (less hp than warden). His kick to caber toss mixup is USELESS. Any dodge that isn't obscenely early will simply avoid both the kick (if you simply went for the kick) and the caber toss mixup. This is yet again another combo that is too risky to use as a missed caber toss will end up getting you gaurdbroken with again, no chance to counter gaurdbreak. A parry with him results in a single defensive light attack, which I would be fine with, if that's how it also was for legitamately every other class in the game. But it's not. Most other classes get a heavy or gaurdbreak shove off a cliff. So highlander also currently has the worst parries in the game. His offensive stance as I stated is useless as the mixups can be countered by a single dodge. The one redeeming quality would be his enhanced lights, but you can perform 2 without exhausting yourself. And they do a piddly amount of damage. Celtic curse and crushing counter strike are the two things that feel like they could actually be used at any high level of play (though as players are getting used to Celtic curse that is now being parried quite often as well). Crushing counter strike feels like fair risk and reward since if you react too late or too early you'll most likely eat damage and requires an element of prediction to count on it in a match.
Ending it on a good note ^ is great and all but the majority of Highlander's kit simply isn't competitive or doesn't work right now. A few of these flaws should exist perhaps, as every character should have weaknesses. But the amount Highlander has is grossly over the average. I implore you, Ubisoft, to fix this char in a timely manner as the concept of the character itself is amazing. I'm nearly rep 7 with him right now just because the switching between stances is so much fun. Unfortunately he has a HARD glass ceiling at a certain point. I also implore you, Ubisoft, to play these characters or take the advice of people testing these characters, OR be more prepared to make changes to new characters in the future, because Highlander simply wasn't "spellchecked". Useless mixups, super low hp for his speed/size, etc. I'm glad you guys are listening about the turtle meta, I hope you listen to the issues with character balancing as well, especially the Highlander!
