Do i have to max my gear up to 144 at rep 6 to start drop legendaries at rep 7?

Legendary starts to drop at 7, it's very rare so I'd suggest saving your steel. Rep 8 is when they drop like candy.

So at the end couldn't wait. As soon as i reached rep 7 (without maxing the recent epic gear out), i opened my 4 premium chests which gave me at least 2 but sometimes 3 legendary gears, and also spent around 10.000 steel to open armor and weapon chests. I was lucky i got the proper stats and weapon style i wanted so i maxed the gear out. Looks amazing

No you don't need to upgrade your gear to max level to get Legendary gears. Once you reached rep 7 you'll have "a chance" to get Legendary gears, Epic gears still drop commonly at this point though. So I suggest if you want to get Legendary gears only then wait until rep 9. Once you hit Rep 9 every gears you get from any source ( end game reward, loot boxes ) will be Legendary Gears.
