I'm referring to this (http://prntscr.com/g92swe). Couldn't find anything relating to it online, so I'm asking here.

These are my specs: Intel Core i3-4030U 1.90Ghz, 6GB Ram, Intel HD 4000

I'm well aware they're below the minimum spec, but I managed to get around 30 fps by switching windowed size to 800x600 in the config file and changing TemporalUpscalerPixelRatio to 5 (in-game minimum is 25). It doesn't have anything to do with these settings though, as I reverted to the game's minimum allowed settings to see if that was the issue, but the bug still persists. What do?
