I can see your perspective, and yes, he is balanced. Balanced to a degree that he simply doesn't cut it against half the roster not being balanced, and therefore ending up on the low-mid tier.
By all means, if there is a pro highlander out there willing to prove me wrong, please show me. I'll play Lawbringer and we'll see if you can get past the block shove.

Day 1- I was sucking horribly, it was just a lot to think about all at once between stances and I THOUGHT Celtic curse was the only viable option to get into quick offensive stance. My normal gb and parry routines seriously hindered me capitalizing on a decent amount of damage over all.
Yesterday- I was able to get used to the stance changes and ever since have been flowing very well into either or depending on the situation. I've been Celtic cursing into offensive stance when when I gain a little distance and know Celtic won't connect sometimes to help get it a little faster. I've been purposely letting them parry some of my long reaching attacks because they'll wiff the gb being so far away. I've also become very used to and rather comfortable throwing just the lights after a gb or parry and crush counterstriking most of the incoming attacks. All this has resulted in only 2 lost duels yesterday within 9, so I'm definitely getting the hang of it. This was also against quick characters like a rep 3 shinobi back to back orochis, one rep 4 the other I believe it was a rep 2 but I don't quite remember, a rep 7 nobushi and the others I don't quite remember, mainly newbies if I'm being honest. I lost once to another highlander cause I kept forgetting to be careful of his superior armor on defensive heavies (funny how i use the same tool to my advantage all the time but fall for the same thing) which was a very close game (went to round 5, both needed 1 heavy but he through out Celtic curse, I was in offensive stance and instinctively pressed the light button cause I was used to it interrupting all day haha) the other loss was to a rep 8 Warden so I'm not too sad about that. It was pretty one sided but I got him round 2 with a pretty good offensive mixup. It didn't work the rest of the time because he wouldn't let me go into offensive stance after that. Anyways, all this to say: yeah he may not be the best hero, but he is certainly strong. It just takes time to get used to him and practice his moves. The player makes the character good, not the tier list.
The Highlander has only been out for how many days now and you think he's low to mid-tier because why? Give people a chance to get used to the guy, I've already run into players who handle the hero like pros, he's got massive potential and he's not even overpowered. Came out well balanced but not useless either. Try giving it longer than 2 days before making an assumption based on gameplay from people still learning to use him.
