My computer can run all my other multiplayer games (Battlefield 1, For Honor, Overwatch) without any problems whatsoever. When I play Rainbow Six, my game will run fine, until after the drone phase and i can move my character. Then i'm plagued with lag ever 3 seconds. To run 20m, i have to do it in 3 second bursts between 8 second segments of lag. I have literally nothing else open on my computer, and my ping is at 60. The game is literally unplayable for me and i have no reason why.

Can you supply system specifications. I've had similar weirdness with other titles. Battlefield 1 played much worse for me than some other games which were equally or more demanding so it can be a bit weird. If it's a general lag it may be more network related in which case look into any lagg or packet loss issues related to the model of your router. I used to suffer from consistent disconnects, looked into it more turns out a setting in my router is bugged so when you have the wireless channel set to a particular setting it has that issue and bam I do not get it anymore (subsequent firmware updates to routed had fixed it later on in general though)

My Graphics card is a GTX 970 and I have 16gb of ram, although i couldn't find the specs for them in my system info (not too great at that). I don't have internet issues with other games, and i normally close everything else in the background, which is why i'm so confused that its running so badly. I just reinstalled the game a couple days ago, so i don't think its anything in the game files. For now i'm going to try updating my drivers.
