It is unlikely that they are going to change their entire design this close to launch they are presumed to be performing beta sometime I'd say around Spring of this year. They mentioned several times there is plenty you will be able to perform solo and a lot of the content looks to be PvE or PvPvE as you will be battling other teams of pirates chasing after the same AI targets in a loot system for at least part but I presume to believe there will be plenty of PvE that will be cooperative or PvE content you can solo after all there has to be a bit of a grind required to fill out your list of ships and unlock advanced content more so that say For Honor which is a straight PvP grind but everything is generally considered to be unlocked already as that is a skill based game.

Open world means open world, whether you're controlling a ship, a person, a car or a piece of bread.
The ship is your character just as it is in The Crew or in Eve it's entirely possible and in fact welcomed. One needs to accept this game for what it is and look forward to it or decide it isn't for you and move on this complaining is not productive when administrative decisions on the direction of the game have already happened if they wanted you to walk around and explore islands they would of designed a game to do so.
Ubisoft must avoid this failure, if there is no single player in this game, it will be same with the Naval Action or Blackwake. I know Ubisoft planning large scale map for us, but we must able to leave ship in some places, such as pirate strongholds, few coastal towns and small islands. btw fortresses and strongholds should be important things in game, both in online and single player(?) mods, they will be useful as clan strongholds and Ubisoft make new game mode about fortresses, like one faction trying to conquer their rivals stronghold. And last one, if there is a single player mod, this should include privateering, player must able to sign privateering contracts with colonial empires, and we must create and customize our characters not choose already created one.
Unfortunately, that game seems like real failure then. I have great hopes about this game, but with no single-player and auto-boarding it will be no less than Naval: For Honor. Anyway Ubisoft must avoid this failure, this is disrespect to us, because we are very few compared to fps and Rainbow Six Siege players, i think their goal is minimum loss, maximum gain for this game. But this is unacceptable and Ubisoft if release the game with it's recent situation, they spent real potential of naval open world concept.
They could elect to change the nature of their game but it would be several seasons before we saw new features implemented. I don't feel they have done us a disservice as you have to know branch of Ubisoft is coming from. Ubisoft Singapore has almost exclusively done Naval Combat for the Assassin's Creed series save for Tom Clancy's Ghost Recon Phantoms shutdown in December 2016 this is the first major new IP that this studio has ever put out and you have to give them some leeway before blaming them for making a subpar game especially when you have never played it.
