, every lawbringer I know spam this move even the decent ones are the ones that seem decent until you start winning and then they start spamming this move ultimately turning the tide of the battle
Hypothetical scenario of around your fighting you've made your hits your in the middle of your chain you justifiably have ran the match the whole round and deserve to win yet this one cheap move turns the tide because it hit you after you used your stamina. Then comes in here then comes another shove. Knock down heavy attack stuck and,pole move where they pick you up throw you down....you get the idea...

Okay these characters aren't saiyans!!! You don't take beating a miraculously have all sorts of energy.

There would be no way or reason to limit the number of shoves available to a Lawbringer. Sorry, but I think this would make a character that relies on his counter-attacking worse at doing so. He's already terrible at going on the offensive unless your opponent is actually dumb.
After the defense meta changes, Lawbringer doesn't get anywhere near as much damage off of a parry. On top of this, spamming shove will result in the Lawbringer running out of stamina just as fast as his opponent. On top of this, shove is extremely easy to dodge if they try to spam it.
In terms of shove off of block, that doesn't guarantee anything ever. The light attack after a shove is completely predictable and you can react to it. Shove off of block is one of Lawbringer's only methods of starting an offensive chain without getting parried. He is a counter-attacker in every form, and limiting his ability to fight back would simply make him worthless. This is the same as allowing only one warden shoulder bash per 3 seconds, or one shield bash every 3 seconds. It takes something the character relies on and nerfs them into oblivion.
