Its a question for steam, did you do a verify the files thru steam?
to download UPLAY and start an account here:
    https://uplay.ubi.com

I had a pre existing UPLAY account so dont know about having to set one up on a steam download but i do know the game that is a UBI game from steam also shows up as my game on my UPLAY launcher.

Same problem here, works fine when offline, fails when I connect online. The Division loads fine. Is it safe to conclude that since there's been no solution after this long, they really don't care because they already made the sale?

    Hello,

If reinstalling the game and the uplay client has not fixed the issue, can you please create a case on the support website

    Thanks

    Not the case

"they really don't care because they already made the sale?" The reason it's not fixed isn't that they already have your money, Wildlands is not the last game they will ever make, they would want it fixed asap because of the effect on future sales.

P.S. And besides I would be more inclined to point the finger at microsoft when ever anything stuffs up on my computer, because it usually is Windows that is doing all the stuffing up when things go wrong.
