For me, the issue isn't the overpowered nature of the HTI but the completely unbalanced characteristics of some of the other weapons under the new Tier settings. Spending loads of time and resources to upgrade a weapon to level 30 only to find out it is relatively ineffective in engagements is disheartening to say the least. That happened to my once favorite Mk14. Something is definitely amiss with the Tier system given that my lvl 30 Mk14 deals slightly less damage than my lvl 30 M4. Of course, I didn't know this would be the case until I completely upgraded it. I figured I would give it a go anyhow but soon discovered it took 4-5 shots to take enemies down once engaged (20 rnd magazine = about 4 kills if you hit what you're aiming at and the target doesn't duck under cover). .....ineffective in my book so I moved along.
The story was relatively the same with other rifles I tried. Rifles that should otherwise put down enemies in one shot to center mass now required multiple. Rifles that have relatively slow action were now more of a liability during engagements, etc. etc.
I don't like the HTI but as I progress through the Tier rankings but I also don't like the unrealistic swarms of Unidad reinforcements that bear down on your position (including helos) from out of the blue, unbelievable enemy accuracy, glitches (enemy teleporting/instant spawns), etc.
I guess you can say the HTI has become somewhat of a solution to what has become somewhat of a frustrating experience for some of us. I still use other rifles when I can for sniper duty (like the Mk14 or Mk17), but sometimes I resort to the HTI simply because of the whacky, super-human nature of the AI.

I can't speak for other difficulty settings since I have only played on extreme difficulty but in the core game the AI didn't have that bullet sponge effect which made it more believable and fun (for me at least). The Mark 14 also causes more damage than the M4 in the core game as it should (7.62 vs 5.56). However, in Tier mode, it is actually rated (at level 30) as just a hair less than the M4. It is essentially worthless in Tier mode since it has lost any advantages it had. The same with other weapons. The only ones I found of any value to me so far are the M4, ACR, Mk17, MSR (kind of) and the HTI. I've tried the Mk14 again a couple of times but as soon as enemies are engaged, it's rendered all but relatively useless.
give me something else to drop multiple choppers fast and we wouldn't need to be forced to use this gun. i like the hti just for shooting troops through walls, yet find it funny i can hit them through thick concrete reinforced walls but not a fence or sheet metal walls. ;/
I agree with a few here - the HTI is an equalizer in tier 1. The AI is already superhuman in some cases, I think we are allowed to have something of the sorts ourselves. Albeit the "arcade" nature of it will sure turn people off, though. I guess call it a flaw of the tier 1 system depending on your views which is designed to further progression.
....just to update my last response, I did a very brief test and it appears the Mk14 was indeed taking 2-3 shots to the chest to bring down engaged enemies (vs. the 4-5 in the higher levels of Tier mode). While alerted however, they would only take 1 shot. .....headshots seemed to be instant kills in either case. Enemies also appeared more affected by each shot (stunning them temporarily as you would expect someone to be) which made successive shots easier.
Although it could have used some tweaks, the core game just felt better in balance and "realism" (in quotes). ...perhaps a better word for it is believability.
