I`ve heard about your intent to nerf parries, and i would like to ask you to, please, take a look at these things i will say. Nerfing parry is probably your intention to solve the turtle meta, but i dont think thats the best way to do it. Some characters, like shugoki and lawbringer would become useless. Shugoki depens on the guaranteed guard break after parry to perform a safe embrance, with the parry nerf, he would have to trade hits a lote, what would take out the soul of the character basics playstyle, plus, he would just throw lights and headbutts to take out stamina and them use his unblockeable, and would not be fair with the defender not to able to parry the shugoki. As a shugoki main, i always advice people to wait for his attack, parry and then punish him, he is not a turtle character and would be useless with the parry nerf, maybe letting his guardbreaks still guaranteed and make it easier to parry his charged attacks would be fair. The lawbringer wouls be another wasted character with this new parry system, since he depends of parries.
I understand your will to give the game a much fair combat, but this change will make the opposite, more peacekepers and orochis would be spamming light attacks, from once a game where people olny needed to defend, would become a game where poeple would just attack all the time, trading blows without worring about defense, which in a battle is very important.
plus, centurions would become near invincible, warlord would be the only used heavy and assassins would be spamming light attacks. My suggestions is to keep the chip damage you talked about, that is a good idea, and make the heavy parries windown a little more difficult, but just a little, then people would have to be more skilled to parry, besides that a guaranteed heavy after a parry is really too much powerful, but light parries should become easier, which would obly attackers to mix up their attacks, and turtles to be more quick with the parries, since the attacks will be mixed ups to confuse them, and so they would have to attack too, instead of just defending
and the most important, keep the guardbreak guaranteed after a heavy parry, since they would be more difficult to parry sucessfull now, and about the light parries, i agree the guadbreak not to be guaranteed. and not being able to parry when out of stamina would be a paradise for gankers, and im sure that wouldnt be a good idea, another time, if you want to more punishment when out of stamina, just make it regenarates slower. i think these changes would make the combat more fair without putting it to different from what we have now, i hope you take a look and read this for the health of the game, for honor is a great game and i think this little changes would make it better and keep the nature of the game we already heave
