Strikers Assault Gear
With every 10 consecutive hits, you lose 0.5 less stacks for a missed bullet.
Hitting 40 bullets consecutively stops the striker stacks from decreasing for 10 seconds, even when bullets miss their target.
Example
If you hit 10 bullets on a target without missing, for every bullet you miss after that, you lose 1.5 stacks instead of the regular 2 stacks.
If you hit 20 bullets on a target without missing, for every bullet you miss after that, you lose 1.0 stacks instead of the regular 2 stacks.
If you hit 30 bullets on a target without missing, for every bullet you miss after that, you lose 0.5 stacks instead of the regular 2 stacks.
If you hit 40 bullets on a target without missing, for every bullet you miss after that, for 10 seconds you lose no stacks. When the 10 seconds is over, it reverts to normal, so you have to rebuild to 40 stacks again.
Purpose
The 4 piece striker is powerful enough to be a 6 piece, so adding damage would be over the top.
My proposal is to reward the player for being accurate, aggressive and keeping stacks up. i.e. an extension of the Striker's 4 piece Identity.
Issues
Might require a week or 2 of PTS testing to get the balance right.

Striker's Armour Piecing
While at +90 stacks, all bullets fired will pass through enemies, damaging all other enemies along the way.
Example
If you build up to 90 stacks or greater then shoot an enemy. Your bullets that hit will pass through the enemy, in a straight line where the bullets then can then damage other enemies in the bullets path.
In a lot of RPG games, this is called piercing shot.
Purpose
Doesn't add direct damage
Rewards keeping stacks up via accuracy.
Rewards player with more potential damage
Issues
Might not be as strong as it sounds and will need PTS testing
Please add more ideas because the current 6 piece Striker with the Stamina reliance is terrible
I like your ideas on decreasing the decay rate and loss of stacks. Here are some ideas that enhance DPS, what Striker's does best. Striker is a DPS set. That should be enhanced like Reclaimer's healing has been, but based on the 4 piece so it's a natural growth.
Heavy Hitter:
For every 20 stacks of Shooter you gain an additional 5% critical hit chance and 10% critical hit damage.
Purpose:
This allows an extension of the 4 piece to increase the chance of damage. At 100 stacks you get 25% crit hit chance and 50% critical hit damage (net 12.5% damage increase), but good luck maintaining 100 stacks with the decay over time and never missing a shot. Most will see 2-3 of these "stacks" while better players may see 4 held through PvE.
Shooter's Persistence:
For every 20 stacks of Shooter you gain 5% Stability and Accuracy.
Purpose:
Makes getting to a higher number of stacks easier which allows the 4 piece to really shine.
I also think the 5 piece enemy armor damage needs to go up to 10%. It won't break PvP for those that care about it since armor is low anyways. It will make you stronger in PvE against 2/3 of the enemy typesyou can face.
Instead of the 6pc having a healing power why not reduce or delay the penalty for missing shots from the 4pc.
Example:
currently: 4pc stacks 1% extra damage/hit, -2% for miss, -1%/sec
6pc options:
only -1% per miss
- or -
immediate buff of 10% and then is impacted as normal
- or -
no loss for missing next x shots (10? 20?)
- or -
immediate buff = FA/1000% (so 7000 FA = 7% buff) and no reduction, just a nice buff to damage based on taking the entire classified set

When you reach 50% stack, you gain 10% Rate of fire and at 100% gain 20% Reload speed. When reach 100% bonus stack, y gain 50%(can be 20% if is op) extra stack and it can be locked at 150% by 5 sec. After 5 sec the bonus will drop to 50%.
other similar idea
When reach 50% stack you gain 15% reload speed. Once you reach 100% stack, will have 50% chance to activate the talent and each 1000 firearms will increase the chance by 5%. When the talent is activated, you gain 20% RoF and 20% weapon dmg. The bonus is cancelled by reloading or exiting combat.
So if u spec all 10k FA u will always proc the talent.
Just add an extra idea for lone star since it have the same problem.
Each time u swap, u gain 5% weapon dmg and RoF. Max 20%. Killing target will improve the handling of the weapon. The bonus is cancelled by reloading or exiting combat. After killing a target, instant reload will not consume ammo.
