    >30% damage = credit for "On Kill" procs

I think "On Kill" procs like Predatory and Determined should be applied if you do >30% damage to an NPC. Right now last bullet kills mean a guy who did less than 1% of total damage is getting credit, which isn't fair. It would also help out group play for people who are dependent on those types of kills.

Obviously, I think this should be a PvE setting only though. Would be unbalanced in PvP.

I feel your sentiment about this issue. I use these talents quite a bit within my builds and it's kinda annoying when I'm shooting down an enemy and then my team mate turns and starts shooting at the last second and gets the final bullet killing the target robbing me of the actual kill, even though I did 95% of the damage. This issue definitely needs some attention. I suggest >60% damage (I feel 30% is a bit too easy) to target and then upon the kill, even if another team mate hit the final shot, you would get your talent proc'd. This same idea should also apply to 'Health on Kill' as well. As, I'm sure others have as I have, made builds largely dependent upon this ability. This idea should really apply to 'all' talents and abilities dependent upon getting the kill to be proc'd.

I would agree with 60% or more unless you switch targets. Otherwise someone will tear down 60% of the health and go to the next target then finish them off for procs over and over, especially in solo. So either do 60% on the same target and when that NPC dies and you haven't targeted another you get the on kill proc OR you deal the final shot.

Seems like it would be easy to simply proc it proportionally...

That would solve it without a threshold..

60% seems good. this would be a nice change in the game.
