I think you should always face bots level 3 in PvP if a player was replaced by one. It's pretty dumb if there suddenly is a bot level 1 who is just throwing heavies. To be honest in PvE bots should also have level 3 only. Where is the challange if there are low level bots?

We've seen quite a few requests for harder bots in PvAI games and we're getting those suggestions over to the team for consideration. I'll be sure to include your comments on it as well, DFQN1.

They definitely need to make all PVP bots level 3 if not better,
As for PVE I think they should make them all high level but they should make an option when matchmaking is off to choose their difficulty levels for both teams and adjust xp and steel rewards based on the difficulty of your team and of the enemy team.
