Players habitually leaving to requeue has been a problem for sometime now, so the rage-quit policy was implemented to prevent abuse of the quit option.

Yes but on PC there is an infamous enigmatically floral player that has been habitually rage quitting since at least Season 2 with no penalties applied to him or his account.

I wish the devs would take that player's case more seriously but they seem uninterested and so we continue to see that player making a mockery of bypassing the leavers penalty. They are so famous for rage quitting that their name is a meme throughout the community and I'd wager that over 70% of the PC playerbase have reported them in some form or another.

I've been really trying to get back into this game lately. I've played it quite a bit today and it's been alright. Much more stable than what it used to be.

I just quit a match mid way though. I kept being put against the exact same person in a duel 6 games in a row. Each game he kicked my *** 3 - 0 and with the exact same character. It was boring and I wanted to play someone a bit easier because this guy was just too good for me. So I quit at the start of the game so I could find someone else. And now I'm banned for 10 minutes. I know 10 minutes isn't a lot but seriously? There isn't even a ranked game mode on the game and I'm being banned for leaving? Why does this game annoy me so much.....

Rightfully so, you bounce and think you will get away with it, think twice now before leaving. you're ruing someones fun.
