Tier 1 Damage Bonuses, Why can't they be permanent?

Why can't the guns I beef up translate to outside Tier 1? What is the point in upping the damage of a weapon then? I mean just because it does more damage doesn't stop the enemy from 2 shotting you from 500m at Tier 28 where I am? How much worse will it get from there? I am just doing Tier 1 to unlock the Tier 5 gun that is all I care about. But that can be used in regular mode just not the damage bonus.

I'm tier 37 and only play on Extreme and have yet to notice a difference in how broken the enemy AI can get, as they have always been capable of maul-esting my guy at absurd ranges and spotting me when only like a pixel of my guy is showing.

In Tier One mode, each gun starts off with a massive damage penalty, essentially firing nerf bullets at level one, and then by upgrading it you are gradually removing that penalty.

Outside of Tier One mode the guns already behave as they should, i.e. no nerf bullets. So basically if you have Tier One mode turned off, then the guns are already doing their maximum damage.

A few people already pointed out there's no damage penalty, but changed scales on the bars and increased armor for the enemies. I did not notice any drop-off in damage (e.g. when doing head or body shots, or attacking vehicles) when going into Tier1 (50). Then again, I was already on Extreme, so mileage may vary (not sure how difficulty level impacts damage, but again I suspect armor buff rather than damage penalty).

It also make a lot more sense to have an increasing armor buff along with increasing accuracy and increasing damage for the enemy AI.

So what's the real deal? Damage nerf of Armor buff? Any way to actually verify this?

I'm tier 19 at the moment and haven't spent a single resource to upgrade any weapons... it's fine. When you're engaged, you are pretty much dead anyways as they have aimbots and wallhacks... just run to new position and re-engage when you can 1 hit kill them all from stealth or a good clean burst to the head/chest from an assault rifle.
