You are already partecipating a tournament - Error (00003)

The title sums it up, I can't join a tournament or start a quickmatch because this error is popping up, even though I haven't left a tournament\ started a tournament.
What is it? How can I fix it?

    Hello everybody,

Please try this. Quit the process in the task manager, wait 10 minutes grace period and join a new tournament. Let us know if that helps.

Tried quitting through task manager and waiting 10 min grace period, didn't work for me. Only fix I have found was restarting. I have had to restart twice sometimes to get it to work again.
