I don't believe there will be any difference in mechanics as far as gameplay goes. It will be based off of the 1.08.01 build that you're all currently playing on.
Unless you're asking for more details on how the duel tournament will work? Then you can find some a more detailed description of the Public Test here.

Oops. My mistake. It's actually based off a partial, older 1.09 build.

You can see the final release notes for 1.09 here - but please keep in mind since the public test is using an earlier build, it won't have everything you see in the patch notes.
