What input method do you use? Keyboard, XOne controller or PS4 controller?
And would you be able to make a video of the issue? I am really curious about this and about how broken the race is for some.

I've currently uninstalled the game out of frustration. However, I don't think it's possible for me to make a video of it because the game doesn't support starting a new game or multiple profiles and there's no way to replay the start of the campaign, according to the explanation here:

    https://youtu.be/8KZwcHOSRgQ?t=71

The race was broken for me in that I could never catch up to Zoe's car. If I didn't run her off the road at the first big turn, I would never be close to her car again and each successive checkpoint she'd be further and further ahead, even if I drove pretty much perfectly and took all the turns well.

I also couldn't reach her car by the first big turn, but I could get close enough to her that her AI would steer off the road to avoid my car, which was trailing hers until she slowed down slightly for the turn while my car remained full-throttle aiming to t-bone hers in the turn.

Also, to be able to get that close to her, I had to cut the first very slight turn as much as possible, while she stayed on the road for that turn. If I didn't cut that early slight turn, I wouldn't be close enough to her at the first major turn to push her off the road at that turn - even if I drove full-throttle into that turn, I would completely miss her and she would carry on uninterrupted. She would simply take that turn normally and continue on the race pulling further and further ahead.

Oh, and as to the input method I used, it is a PS4 controller.

The mission "Driving Test" actually is replayable. The only missions that are not replayable are the ones prior to Dayton's murder.
I just launched my game and drove the mission myself with a base-level SRT Grand Cherokee (the only performance upgrades I had were the perk points), I avoided using nitrous (only used it once near the start) and still earned a Platinum medal.

    Edit:

Well that might be the issue. I have heard of various cases from TC2 players where their DS4 didn't use the full potential on the right trigger. As in: you fully press RT but the game only detects this as ~90% input.
