One way to think of it: In the real/historical world, the Eagle makes shrieks depending on what it sees, so Bayek gets some idea as to what's on the landscape, its distance & direction, etc.
In the game/Animus, this kind of representation can be approximated by a drone mode for the Eagle. So there's no consciousness transfer between the man and the eagle, but the change in perspective is a way of conveying to us, the information conveyed to Bayek by the eagle.
I never used the bird in Far Cry... not because of a conscious decision to not use it.... just because I never felt a need to use it. Some people might be coming to the AC series for the first time and may well need to rely on some options to make the game a little easier to learn and progress.... so a feature should never be removed just because some people do not want to use it.
As Sushiglutton rightly said.... Put some protective tape over the up on the d-pad. Problem solved.but basically don't use it if you feel it is not intended for you.

Because the world and missions were deisgned with the eagle in mind
So use it or not.. it still effects the game

I'd rather climb towers than the eagle tbh though. I've never seen anyone complain about towers only about the eagle even when it was just a leak/rumour. It feels so much more rewarding when you reach the top and sychronise the view than just calling a pet Eagle (which doesn't make sense).
