Many of the large cities could be livened up through useless interaction with locals and items encompassing conversations, eating, or buffoonery and not have impact other than aesthetic feel-goods with fellow ghosts under the drink.
If I saw someone walking around my town in a ghillie suit with a sniper rifle, an assault rifle, and a silenced pistol, I probably wouldn't stop them to talk about the weather!
