I don't condone or disagree with the implimentation of a bad sport penalty. I just would prefer if it was at least fair to all involved.
So will dashboarding on Xbox be seen as a DC or quitting?... And will that be punishable? I'm not quite sure the system will be able to differentiate between dashboarding, rage quitting, error Dcing or anything else. I believe most games don't. Elite dangerous doesn't and one of their biggest issues is combat loggers. Halo ranked doesn't. CoD doesn't. Those are just a few games that have "bad sport" penalties. DC's and logging is seen as the same because that's how their servers see it. Just depends on when it happens.
If I'm wrong however and their system can see the difference between all the types of connection loss then... Props to Ubi.
But those games also don't deal with the entire game crashing when one person leaves. AND penalties are usually not distributed on the first offense. Hmm.
A thought also occurred that instead of having a "ragequitpenalty" Ubi could just remove the "quit" option from the pause menu. That would have removed the issue of people "quitting" in the middle of a game because they'd no longer have the option... But more people would dashboard or quick close. So who knows... Which again begs the question... How will different types of DC be treated?
Just funny people will be punished for using a feature which every game, to my knowledge, mostly impliment. Punished for using a feature as intended.
Oh well. Won't know till it happens. I don't expect much difference.

On Xbox one... Maybe it was back on 360. People would dashboard and use it to manually quit the game, bypassing in game systems(or dashboarding exited the game on its own... I don't recall.). I don't use PC and my PS4 gathers dust so IDK what to compare it to... Not as pertinent now... But dashboarding and then quitting using xbox has the same effect.
