It is apparent that this is needed based on the fact that shinobi has a very low health bar and is very slow at throwing light, (especially) heavy attacks unless the double dashed is used for light.
Shinobi is easily killed in a 2 vs 1. This would make it slightly easier for matches in dominion.

Thanks for the suggestion! While we'er certainly looking into making future adjustments to our newer heroes, I don't know if adjusting the recovery time would make 2v1 any easier. Inherently, the situation is already disadvantageous to the Shinobi. The Shinobi is just a selfish hero, constantly throwing out lights that are incredibly quick, knocking back team mates because they want the kill, and buzzing around like a fly.
