I get that they want it to be a powerful move. But right now it already has super armor, beats other super armors except Shugoki's, is difficult to impossible to punish, and is for the most part easily spammed so long as you occasionally mix it up with other things out of the double-dash.
I feel like it should have longer recovery if you miss it. At least enough to give a free GB without being frame-perfect.
I don't think so, you can get a hit from dodge kick. If you give missed kick a free gb, punish will be too much for shinobi. You get a buncho of max range pokers because thay can't get close or maintain a close fight a go out alive. One raider can kill a shinobi in three hits (just one combo)
And opener kick is very easy to dodge, you don't need even that, you can timed attack to trade with hyper-armor. Keep in mind shinobi is the most punishable hero of all.
In fact i kill him quite consistenly with all my heroes. Even shugoki
