Why are there some characters with a slower guard change speed ?
Because it's slower in real life. But don't worry, they said they will adjust everyone at the same speed !

Is that why my nobushi is incapable of blocking any attack from peacekeeper? :O
Warlord has one of the fastest guard speeds but he is carrying this heavy shield so being a bit more realistic shouldn't he be slower.
