Again.. So much balance in this game..... DO NOT IMPLEMENT A LEAVER PENALTY WITHOUT ADDRESSING THESE ISSUES!!!
They have join in progress turned off past a certain point. If people leave once the match passes a certain point you will not get anyone to replace the bots. They have already said that.
