Not trying to defend UBI and I understand the disappointment, but wouldn't the eternal thirst imply that they actually make them available for purchase?
Relax, mate... if they are as thirsty, as many seem to know (and I am one of them), then they will release them. It's probably just a bug.

Certainly not possible that something messed up and the characters didn't unlock properly. No, its just Ubisoft scamming people. Please get your entitled head out of your *** and be patient, sometimes things just don't work the way you expect and it needs to be fixed. That's life.
