The punishment system is supposed to be coming next patch according to UbiNoty

Maybe before that they should fix the problem where people are constantly getting disconnected, sometimes half a server all getting booted at once.

How are they going to make sure the system knows the difference between the peer2peer(since they refuse to have their own servers for stability) booting people and people leaving?

Just because it's p2p doesn't mean they can't read logs. Force quitting will look completely different than packet loss.
