I had a similar problem with FarCry 3, and found my internet firewall was blocking outgoing ports it needed. Eventually the problem went away as I opened the ports it wanted. This process also worked with Blood Dragon for a couple months, and it worked reliably until mid May when the message came back with no fix I can find. FarCry 3 still works reliably. I think it could be a bad update that Uplay installed. It's a good game and I hope it gets fixed.
Started playing yesterday and have the same problem.
Wouldn't be much of a bother if it was only when starting up the game, but it seems to freeze up for 20 seconds whenever I open up the menu, which is incredibly annoying.
Also the Actions completed in the game don't seem to unlock, although the Achievements do for some reason.
Had a similar issue on FC4, where logging into the game would work, but multiplayer coop games would fail with a connection error.
Turned out I had multiple network adapters enabled in Windows, and the game would only connect properly when I disabled my excess (VMWare.VPN) ones, leaving just my Ethernet LAN. Figured I add this here, in case it may be helpful.
Hmmm, I too just tried the game, and got the exact same message. At the main menu already.
It looks like the game sends a request to onlineconfigservice.ubi.com , and it receives a response of 2 server addresses that I can't seem to ping. I'm guessing there's no route to those servers, or they have ping disabled. Alternatively (probably), the servers were decommissioned? Wouldn't surprise me, since even the newer Far Cry 4 Maps API was taken offline. Just while I used it for my http://maps.farcry,eu website...
I guess Ubisoft wants us to 'move on' to Far Cry 5? :P

Edit: I tried disabling all extraneous network connections and that didn't help. I also noticed that windows 10 was prompting me to allow access, but it was popping under the game, instead of on-top. Allowing access didn't help. I haven't tried opening any ports on the router.
People who have error "The Far Cry 3 Blood Dragon service is not available. Please try again later" you need find retail version on amazon.com or other sites or on torrent trackers retail version and install from setup.exe, not from uplay. I installed game, downloaded from some torrent tracker, retail version and don't have this error. I also can install patches 1, and 2, and also loading screens, menu available on my language, no errors when i play the game and pause the game pressing the ESC button.
