The Shinobi is balanced. Here's why.
While the shinobi can pull of insane combos that sometimes feel impossible to stop, his low health pool is more of a significant weakness than it first seems.
Pros:
1. He is crazy technical. All his moves (one way or another) chain into each other if planned/executed accordingly making him seem like a tempest.
2. He is crazy fast. His speed and ability to jump around the battlefield is a necessity. Every hit on the shinobi counts because he might be gone if you blink.
3. He has a long attack distance. This is both extremely effective and highly punishable. In a 2v1 a shinobi can just spam this and mess you up while his friend stays in close.
Cons:
1. He's crazy technical. His skill set is effective against one player at a time. He can switch between players and dodge around but against 2 skilled players of any kind he's just a moving punching bag.
2. He's crazy fast. With his ability to move around the field and emphasize on agility, he is at a major disadvantage in tight spots. If you have poor situational awareness and back into an enemy or a wall without intending it (ESPECIALLY against Centurion) you are done.
3. He has a long attack distance. His long ranged attacks are fairly easy to read even for slower players. He can attack, grab, fly towards you, etc. but unless you're flat out not paying attention you won't be heavily punished by his long range.
In closing I think he was a very well designed character. His low health pool makes me cry but it's admittedly needed. He has devistating strengths and heavily punishable weaknesses.
