It is too early to say they are OP, it is also too early to say they are not OP, they have been out not even one and a half days. The issue currently is that some people have put hours into playing as these characters and others,despite that they can in custom mode, have not spent any time against them.

I can't speak on the centurion, but the shonobi, he is a cannon but very much a glass one. He has a chain that can put a person in critical, but if the opponent is capable of parrying, that chain turns into a punish for most of his hp in turn. Except he can guardbreak rather than go with a heavy, except if you have spent time with or against the shinobi, you know there is a visual effect when they go for a guardbreak. People will also make a lot of the kick, but they can be hit when they are invisible from the double dodge which shuts that down. The thing is they are turtle breakers and effective ones,passive play will give them the initiative, pressuring the shinobi (again can't speak of the centurion) will put them in a place where they are in danger because they will not win a toe to toe tradeoff without spectacular defence.

I don't know if ultimately the shinobi is overpowered or not, I would need more time playing him to figure that, but I do feel he is punishable for what he has, punishable enough? The devs will figure that as people play him, as they watch play, talk with people and look at the data, two days isn't long enough to get much from any of that.
