It is super telegraphed and extremely parriable thus completely cannot be spammed against anyone semi decent. Being so punishable on block it cannot be even used as a counterattacking move, not only against WL, it works the same way when you evade LB's light or warden's SB, even if you evade a plain light attack with this move or you use superior block the speed of this attack is so low, it allows Kensei's opponent fully recover from missed attack/superior block stagger animation and still block it and get an uncounterable GB. I have been playing since closed Beta here and my favourite one was the Kensei. Since then , Kensei pretty much in every update got a nerf and most times a silent one.
After the latest patch the devs just conviced me that they had no idea what they are doing.

Warlord still op,so is Warden.A below average player can dominate with those chars without even trying that hard. Now if the guy is above average you can scrap the word victory from your vocabulary against them.

Some of the comments from the devs in the recent stream were mind-boggling. It's like they're playing a different game from the rest of us, if they think the Kensei are Warlord are fine.
I don't know if anyone had a chance to see the gameplay before it was taken down, but the Legion Kick from the Centurion is like a pre-nerfed headbutt. Seems a bit slower but hardly take any stamina at all. So Kensei isn't allowed to spam his dash attack, yet these heroes can spam their unblockables. What sane person thinks this is okay?

I don't think they fine with vortex. I think they just don't know what to do about this without breaking character. If they remove spammable actions from all the classes that have them those classes loose too much power and I think they can't compensate for this at the moment: lack of resources, ideas, pissing of people that play as those classes <- that could be most important factor with the level of playerbase we have right now.

Recently I've listened to Roman's interview, where he said that they test stuff in their alpha build and then they have some players testing it. Which I agree with. Warlord got nerfed already. The only other really needed change imo is a throw distance nerf. Which is technically still possible. Since they said they were going to keep an eye on it. At this point warlord isn't "op" he's just bolstered by the defensive mechanics. Once those are brought down properly more aggressive kits will have a much easier time with him. Warlord was designed to have a solution to basically every situation. And while we can all agree that's a stupid design choice (just as imo shug being pure damage and conq being pure defense) it sort of plays into what a "heavy" is in games that have roles.
