Honestly guys ... the name tells it all!
We don't have any deeper information how Ubi is going to "fix" it, but increasing the chip damage sounds like they are too lazzy to go for a more proper mechanic like "parry breakthrough" or "weapon crossing and pushing" ... something like a deeper mechanic, when you get parried you have a short time window to push on his parry and maybe a short click event or something like that, where the winner gets the benefits of the parry!
That would add also risk to parries!
But no they want to increase chip damage, like all chars are made for this or like it would even fit to every one ;b
in my eyes such people, who constantly poke on you with little annoying damage, are the worst cancer in this game ... even worse then parrying cancer!

Almost every fighting game has a place for chip damage.
Since it is so rarely a factor in this game, that is why just repeatedly blocking is so strong, even before parry.
Currently you often get a better benefit for just block passively over and over and over till you see a parry window - and just rejecting any grab attempt to open you up. (With some classes, usually the tankier and already hard to kill ones, this is easier)
This sort of lets you build a read on the opponents style and personal attack patterns, and really, there's no downside. Chip damage would realistically introduce that downside. Yes, you can calmly block your opponents and gather info on how they fight, but you will still take some damage for it - that is definitely a valid step towards ending a turtle meta. At some point you need to start moving aggressively and stop reacting only. Staring contests and feint spamming is boring, and getting no value for beating down hard on someone also feels bad.
So I think your concern that "buffing chip damage" is bad, the issue I see is that "buffing" chip damage would mean that it exists as an actual threat. Lights would already do reduced chip by factor of being a light, so your concern of spammers chipping you out wouldn't be that much of a problem in like 80% of situations.

Chip Damage is a thing I really can't stand ... but okay that's my opinion
And the combo-block thing at the end wasn't quiet understandable
The only useful and understandable point was to reduce the benefits of the parry.
Of course I am not a game designer and I don't know that much as the actual game designers do, but at the moment it seems the opposite of constructive what we know right now!
