I think this may just be a matter of something being counted more than once, but I finished up Koani tonight and now my smuggling reads as 108% destabilized, even though I haven't defeated El Boquita yet. That mission unlocked, but I haven't done it.
I did the Boston Reed takedown twice, though. I don't know for sure if that's the source of the bug or not, however. I don't think I noticed the cartel overview 108% until after I had repeated the mission. Maybe it counted it again in the percentage?

It will go all the way to 115% because of the Peruvian Connection missions.Same for Security with the Unidad Conspiracy.
