The amount of rebels in the game world mucking things up could be addressed similar to what I recommended on the rebel support missions. Every time a rebel fighter is lost in the world, it decrease the rebel presence below the 45 cap. In order to raise the level back up, you would need to go free rebels being held captive by cartel & unidad. The longer you wait , the lower the level drops until it hits to zero. So, if you don't want any rebel presence, then don't free the prisoners. It would be totally up to the player.

Yeah, it would be an option, but overall I think the top level is far too powerful You have easily 2-3 rebel trucks on the street at the same time without even calling for support. I don't mind if the called ones are powerfull or you might be lucky enough to see 1 truck on the street. But each time you start infiltrating a base along the street your army is starting to assemble (depending on the region), wether you like it or not.

I used the word "compromise" in my original post for a reason, guess that didn't work tho...

The thing is - player who don't play just for the sake of playing but to 'accomplish' something would be bored if forced to play those additional mission just to get the rebel support. Just see how many people a complaining about 'repetitive missions'. At the same time, players like you and me don't need the incentitive to play those - so what's the benefit from this compromise to be forced to do rebel mission in each region to gain the support?

The reason for the resource costs and reduced rebel numbers would be rather balancing than getting players to play more missions.

This is true and the essential flaw behind the current game design and whole concept of helping the rebels fight against the enemy forces. There is no sense of struggle left after you complete the story. Missed opportunity that could have made the game much bigger than it currently is and incetivised the whole player base to continue playing.

Rebel support should only happen if you ask them too help via the Rebel support option.

I would say yes and no. If you are engaged in an actual side/main mission then that should be the case. Otherwise, I think them showing up when you are just out and about adds some needed unpredictability to the game.

I do them to expand gameplay hours. But one of the immersion Killers is that the more you do them, the more rebels are spoiling my strealth approach and take away my element of Suprise by barging in and just start shooting without my consent

Again, rebels don't start shooting until you are spotted. Same as team AI. They don't cause the enemy to notice you. I've had them standing right next to guards at the entrance of camps while I was silently killling inside. Even with 3 trucks full of rebels infront of the camp nothing happens until I go loud or am spotted.

Not that the example mentioned isn't immersion breaking as hell on its own...

There should be a reason for us to have to continue to do at least some of the rebel ops.

I have thought of many ideas, but some would definitely upset people.

One compromise could be, what if once you max out, you still have to do at least 1 or 2 rebel ops in a new region you enter to be able to utilize the rebel support in that region.

So, you enter new region, and you can't call in any rebel support until you clear a station or deactivate an antenna or something. Then everything becomes available.
    OP...

I have a simple solution. The devs could add a side mission reset button on the legend for each region. Hit it and all the rebel ops/supply missions for each region become available again. Once you complete them all, just hit reset again. If a player does not want to do them, then they just never hit the reset button.
