I'm getting a problem where the game is not fully using the GPU and frame rate suffers. It's been like this since I installed it.
Yesterday I played and for some reason, frame rates were much better. I ran the benchmark and saw it was using almost 100% GPU, and frame rates were much better. Great! Played for a few hours, shut down, went to sleep. Started up again today and the game is back to using 50% GPU. I changed no settings between yesterday and today. Ran another benchmark for comparison.

I'm trying to get back to 100% GPU, but nothing I do today seems to be making a difference. I have updated to latest nvidia drivers. I have tried vsync on and off. I have tried fullscreen, windowed and borderless. Nothing else is running in the background. Rebooting doesn't help. No idea what is going on.

I know the game can run smooth, I've played it at 60+ fps for one day. It's frustrating to know that it CAN play well, but every day I start it up and it's stuck at 30 fps and 50% GPU...
Delete G-Force Experience. Change settings in Nvidia Control Panel 3 D settings Change all to Global - then programs -GRW change all to Global instead of allowing game to execute the function. Start game change graphics settings turn off AA and Arthroscopic Filtering also motion blur.

The strange thing is that changing ANY setting does not have an effect on framerate, only on the GPU usage %.
For example, if I lower the resolution or use resolution scaling, the benchmark still runs at around 37 fps, but the GPU usage goes down to 30-35%.
It's like the application is forcing a slow frame rate. Why 37? This is suspicious because it's half of my monitor refresh rate of 75.
Since I suspect this has something to do with refresh rates, I tried changing vsync on/off/adaptive, I tried turning G-SYNC on/off, changed vsync settings in nvidia control panel. Nothing made a difference.
I'm convinced this game has some bug where it's timing frames to half rate, for some unknown reason.
That's because your GPU is not the bottleneck (what's slowing it down), since it's not at 100% (because it's capped at 37FPS). So lowering settings won't help one bit, it will still be capped at 1/2 your refresh rate. I would suggest downloading the latest nVidia driver from the website (not GFE), then run DDU (http://www.guru3d.com/files-details/...-download.html), this will completely remove any trace of nVidia drivers and settings. Then install that driver.

I understand that a frame cap would mean low GPU usage, but you're missing the point. The point is, why is the frame rate limited at all? I know my GPU is not the bottleneck. It's not the CPU either. But SOMETHING is slowing the frame rate.
It looks like the game is delaying 1 frame for every frame rendered, hence frame rate is roughly half what it should be.
Also, you seem to be ignoring the part about how it DID WORK correctly one day. I was getting poor performance ever since install, and then without explanation, for just one day, I was getting avg 67 fps. Then the very next day it was back to avg 38 fps. No settings were changed. I literally shut down, went to sleep, started the game the next day and frame rates changed. Look at the benchmarks in my first post.
Nothing like this happens with any other game. It all points to there being something buggy in this game to do with timing, delaying frames, v-sync related, something along those lines.
Hey, I was trying to help you out, regardless of whether it's a game/driver issue or whatever (since not everyone has these issues). You didn't mention DDU at all in your first posts. But if you're going to be obnoxious about it, good luck figuring it out yourself then. Sheesh, some people....
Have 1080ti, 16GB RAM, i7 3770 and exactly the same problem. Extremely low GPU usage (my CPU usage hovers around 50% in benchmark, GPU usage never goes to even 70%). Game is unplayable. It is game's fault because every other game is smooth as butter.
pauly did you get the windows 10 creators update
if yes try to roll back to the one before and maybe your problem is over
when i have 10 creators update the whole game lags and drops to 10 fps
