There's a pretty big valkyrie bug out right now

So I just started playing Valkyrie today and was vs a lawbringer in elimination and 2 separate times he blocked shoulder pin, I don't know if it's a bug with lawbringer, if it's effected by debuff resistance, or a bug with the attack itself, but I never heard of it and I'd like to see if Ubisoft knows about it or anyone else really.

Sounds like Shoulder Pin should be made unblockable, to resolve the issue. As far as I know all deflects should be guaranteed if performed correctly (except Hurricane Blast, due to the longer wind-up it has). It stands to reason that Shoulder Pin should fall into the same category, unless the devs are trying to stress that the Valk is a hybrid, and shouldn't get all the bells and whistles that actual assassin classes get.

It's blockable. Always has been. I too would like to see it made unblockable and probably with more damage. As it stands it has the same timing as a parry while inflicting the same damage as a heavy all the while being riskier. So you may as well parry. With more damage maybe people would use it more. Even when you get an incidental block from dodging the timing window to land the shoulder pin is so small you'd need the reactions of a cat to capitalise.
