It would appear that when the player equips a suppressor on the Mk17 rifle, the weapon loses all the penetration, being unable to pierce even through obstacles like fence nets.

Its not only the mk17. For whatever reason, ubisoft thinks putting a suppressor on will cut the bullet velocity in half and decrease penetration. I dont know where they got that wicked idea from, but for sure they desperately need to learn how suppressors work in real life since they obviously have not slightest clue.
More of a gameplay balancing decision than anything else. You will see it in pretty much every game. Not of fan of it in general.
You will also notice the vehilce damage goes extremely up without supressor. Might be just the penetration stat or also additional damage.
Though not happy with it, I could live with it if they would have a correct representation of the stats in the menu - also not relative for the gunclass but absolute values so I can compare weapons between classes.

I think the penetration penalty is fine, you dont need penetration while not hunted/engaged, and you do not need silencer when hunted/engaged. Just remove the silencer when you get busted, and you'll be fine
However, failing to display a penetration penalty with the advanced suppressor is bad. But then again, most gun stats in this game is faulty, so it's not a shock.
MIght be that they have a hard time displaying the negative effects of suppressors beyond the worse handling. Again, I would prefer that to be realisticly solved rather than some odd damage malus, but by now I am just used to see gamelogic breaking physics
Yeah, I don't mind the stats actually too much. I go with the guns I like lookwise and then I see if they fit my style. So far no weapon has proofen useless anyhow. They all work and there isn't a single one that is a must have.
theres a youtuber called " Eroktik". He has done some really elaborate testing of all the weapon stats and how they add to time to kill and other parameters.
conclusion was, weapons are balanced. the only stat that has a significant bonus in time to kill is the fire rate. since critical random bodyhits is a thing in this game. youre better off with a fast firing weapon, so you get more chances of hitting critically on a body with the fast firing ones.
