So I think we all agree conqueror needs a complete overhaul. Character is the most boring to play with or against. Here are some propositions for his moveset:
Light attack damage: 12
Heavy Attack damage 28
Charged Light Attack: Conqueror can charge his light attack for damage increase up to 20 and increased speed at which the strike comes from (should i remind you that for example kensei deals 20 dmg with SUPER FAST overhead light without charging and that it can be fainted?)
Charged Heavy Attack: Conqueror can charge his Heavy attack for damage increase to 45, slightly increased speed and "unblockable"
*It has to be possible to counter GB while charging attacks
Shield bash: slowed down enough so that a person can actually dodge it without having to dodge before conq initiates the bash
Shield bashing with release charged light and charged heavy if the bash connects
If the bash does not connect it should have a decent recovery time allowing for punishment
Mixups:
Conqueror should be able to mix light attack into Heavy attack but shield bash only after heavy in a chain.
After shield bash connecting from a Heavy chain Conqueror should be able to press "down" and GB to perform an attack in which he will entangle his flail around enemy ankle and then knock him down (similar to valkyrie spear sweeop, this also should be dodgeable and punishable if missed).
Since the choice of weapon kinda block conquerors ability for having proper mixups, he should be able to more freely chain his attacks (heavy and lights) and shield bashes. Of course everything here would require adjustments so that it can be reacted to and is at good risk to reward ratio.
Conqueror should also have sidestep attacks. I mean he is already spinning when sidestepping with a heavy. Just make it possible to utilise it as a chain starter light attack.
Feel free to throw in some suggestions of your own guys. Just food for thought. I really wish conqueror was fun to play with and against. Right now he's just obnoxious to deal with and extremely boring.

This would work once they nerf the defensive meta and parrying because right now having unparryable attacks would be just crazy, If parry would reward in a light attack confimed at best then yeah
hey i came out a very good idea to rework him without really changing the guy himself . just add some mix up combo where he can use his shield as a weapon . just like valkyrie 3rd light .After that he will gain the abitlity to feint a shield tackle and other stuff that comes with ''his shield has a weapon''
