Game play - Civilians inform on operators
Goal: Add penalty to open display in public, penalize operators for civilian deaths
Description: Civilians should on occasion inform on Ghost when they see them. We already get a dialogue warning us off scaring people when we have weapons drawn. When that dialogue is called, which only happens when mixed in with civilians, there could be a small chance (10%) that a Unidad patrol is called. If a Ghost kills a civilian, even by accident, that chance could go up by 10%. That increase would time out after 24 hours of in game time. Keep your weapons down, stay inconspicuous, you have no problems. Run hot and careless with civies lives, and pay a penalty.
Development Effort: Low (it seems like this could be tied directly into the dialogue event) to Medium (if you have to track civilian deaths).
Priority: Low (a nice to have, that would be fun for game play)

sry to say but tht sounds awful
i have killed so many civilians by accident but only got one "Civilian Causalities" death screen so far
2 many civ's running around to really take care of those 2
some random scripted events which can occur while u run/drive/fly around would fit better but thts only my 2cents

Instead of just informing to Unidad, make it more zone specific where if it is a Unidad controlled zone, they report you to them in comparison to a SB controlled zone where SB would more appropriately respond. I think the penalties for killing a civilian should also be limited not only on a time scale, but distance as well, with it being either regulated to x amount of kilometers or zone the civilian died in. On Extreme difficulty, I would like this to be even more problematic and severe where you do not even have to kill to be reported, just noticed and have some civilians supportive of SB/Unidad in the effort to capture or kill the ghosts, there is a bounty for us after all.
